It is reported that the environmental resource trading center established in Chongqing is currently the first environmental resource trading center in the west. It is understood that the emission rights trading is to make full use of the market mechanism to allocate resources under the established total control target, and ultimately minimize the total cost of environmental governance by quantifying the individual emission costs of enterprises. Under this institutional arrangement, the government can effectively solve the long-standing contradiction between environmental protection and economic development under the imperative control method through macro-control of environmental resources. At present, developed regions and countries such as Europe and the United States have established large-scale pollutant emission trading centers. The main pollutants include sulfur dioxide and chemical oxygen demand. In September 2009, Chongqing issued a notice on the pilot program of major pollutant emission rights trading, taking the pilot program of major pollutant emission trading as an important part of coordinating the comprehensive reform of urban and rural areas. In the second half of 2010, Chongqing established the main pollutant emission rights trading management center, and further improved the relevant supporting policies to provide a guarantee for the pilot emission trading. From this month, Chongqing will usher in the "peak" of emission quota trading. More than 500 tons of emission quotas in Bishan, Longquan and other places will be listed on the Chongqing Stock Exchange for transfer. Among them, the SO2 emission quota of Jianan Cement Group has reached 300 tons. Zhang Yong, deputy director of the Chongqing Municipal Environmental Protection Bureau, said that the establishment of the Chongqing Environmental Resources Trading Center will help to use the market mechanism to promote energy conservation and emission reduction, and at the same time promote the economic transformation and upgrading of the industry. According to relevant regulations of Chongqing Municipality, all new construction, reconstruction, expansion and technological transformation of industrial construction projects that need to increase the emission of major pollutants must pass the purchase of emission rights transactions, and only after obtaining emission indicators can they be approved by the environmental impact assessment before they can start construction. It is reported that in addition to sulfur dioxide and chemical oxygen demand, Chongqing Environmental Resources Trading Center is also expected to carry out carbon trading business in the future.
